Biographical Note: Scott Miller is a senior adviser and holds the William M. Scholl Chair in International Business at CSIS. Daniel F. Runde is director of the Project on U. S. Leadership in Development and holds the William A. Schreyer Chair in Global Analysis at CSIS. Publisher Marketing: While free trade agreements and other intermediary trade agreements allow emerging nations increased access to markets, many low- and middle-income countries lack the capacity required to meet global standards. Deficiencies in quality of product, speed of transport, or quality of regulation can prevent countries from reaping the benefits of trade agreements, particularly with the United States. Contributor Bio:  Miller, Scott Scott Miller is the founder and artistic director of New Line Theatre, an alternative musical theatre company in St. Louis. He holds a degree in music and musical theatre from Harvard University, and he has been writing, performing in, and directing musicals since 1981. He has written four books on musical theatre for Heinemann, including Let the Sun Shine In (2003), Rebels with Applause (2001), Deconstructing Harold Hill (2000), and From Assassins to West Side Story (1996).
