Universal OFFER of Salvation

Does God have a plan of salvation that makes sense? Since God is love and is not a respecter of persons, does God intend to give all a real opportunity for salvation? Will God offer salvation to all human beings who ever lived? Are the elect those that are called now, with all others to be called in the age to come? Is this a mystery that was spoken of by all the prophets? Are the bulk of the lost going to be found? Is the view that God plans to offer salvation to all human beings biblical?
